Many countries have viewed R0P as justification for unilateral intervention, emphasizing its potential for sovereignty violations. This has increased fears of R0P abuse. In particular, the veto power of Security Council members acting in accordance with their own interests undermines the effectiveness and legitimacy of R0P implementation. Therefore, he argues that R0P should not only be limited to crisis intervention but also encompass structural measures such as systemic development and democratization. This will be achieved through the reform of international institutions.
